About This Role

TruPointe Partners is building a dedicated Public Sector platform designed to help city, county, and state agencies execute compliant, scalable, and high-value cooperative purchasing contracts. To lead this effort, TruPointe is seeking a Vice President, Public Sector Contracting & Enablement to own and scale our public-sector contracting strategy.

This role will begin by partnering with lead agencies to jointly plan, design, and execute compliant RFPs that establish TruPointe as a cooperative purchasing vehicle across targeted categories. From there, the role owns the full lifecycle of public-sector contracting programs — ensuring contracts are not only awarded compliantly, but are enabled, adopted, and actively used by agencies nationwide.

In the early stages of this business, the VP will operate as both strategic executive leader and hands-on program owner, with clear mandate to build repeatable frameworks that can scale as adoption and contract volume grow.

What You Will Do

Lead Agency Engagement & Contract Strategy

  • Serve as TruPointe’s executive relationship owner for lead public-sector agencies, including procurement, finance, legal, and departmental stakeholders.
  • Conduct joint business planning with lead agencies to identify categories and contracting approaches suited for cooperative purchasing.
  • Advise agencies on contract structures that balance:

o Compliance and transparency o Speed to value o Multi-agency and multi-jurisdictional usability

  • Represent TruPointe as a trusted strategic partner in public meetings, working sessions, and procurement forums.
  • Lead the development and execution of sales strategies targeting private sector members who align with our go to market strategies across our supplier portfolio.
  • Identify and target key members across our target market areas that align with TruPointe’s offerings and growth objectives.
  • Drive long-term sales growth by developing and nurturing relationships with key decision-makers.
  • Build and maintain strong partnerships with key stakeholders to ensure strategic alignment and collaborative success.

RFP Design, Execution & National Compliance Ownership:

  • Lead and oversee the design and execution of RFPs, RFQs, and solicitations in partnership with public-sector agencies.
  • Own accountability for ensuring all RFPs and resulting contracts are fully compliant with applicable state and local public procurement laws and policies across the United States, including:

o Cooperative purchasing statutes o Interlocal and piggybacking requirements o Public notice, evaluation, and award standards

  • Serve as TruPointe’s internal authority on public-sector procurement compliance, working closely with legal counsel and agency procurement teams.
  • Establish and approve standardized, repeatable RFP and contract frameworks that can be reused across jurisdictions while remaining locally compliant.

Public Sector Program Ownership & Enablement

  • Act as Program Owner for each awarded public-sector contract, accountable for:

o Program structure and operating model o Agency onboarding and enablement o Contract usage guidelines, governance, and guardrails

  • Ensure contracts function as active public-sector programs, not static agreements.
  • Define and track program success metrics, including:

o Agency adoption o Contract utilization o Category expansion and performance

Cross-Functional Leadership & Internal Enablement:​

  • Serve as the central coordination point between:

o VP of Sales – Public Sector o Category and supplier leadership o Legal, compliance, and finance teams

  • Translate public-sector requirements into clear internal processes, playbooks, and enablement materials.
  • Identify and resolve friction in contract execution, continuously improving ease of use for agencies and internal stakeholders.

Scaling, Governance & Future-State Design

  • Design contracts and programs with future scale in mind, enabling:

o Expansion within lead-agency states o Cross-state syndication where permitted o Increased supplier participation

  • Build repeatable program frameworks that can transition over time to:

o Dedicated Public Sector Program Directors o Contract Operations and Enablement roles

  • Contribute to hiring, onboarding, and knowledge transfer as the public-sector organization grows.
  • As scale increases, evolve focus toward executive partnerships, governance, and complex multi-jurisdictional strategy, while delegating day-to-day program execution.

Who You Are (Basic Qualifications)

  • 10+ years of experience in public-sector procurement, contracting, or government partnerships, ideally across city, county, and/or state environments.
  • Deep expertise in:

o Public-sector RFP execution o Cooperative purchasing and interlocal agreements o State and local procurement compliance

  • Demonstrated ability to operate effectively across multiple jurisdictions.
  • Executive presence with strong written and verbal communication skills suitable for public meetings and formal procurement processes.
  • Experience building or scaling new public-sector contracting programs or models strongly preferred.

  • RFPs are executed efficiently, compliantly, and repeatedly across jurisdictions using standardized frameworks.
  • Contracts are easy for agencies to adopt and actively used by multiple agencies.
  • TruPointe’s public-sector contracts scale nationally without erosion of compliance rigor, agency trust, or program quality.

Job Type: Full-time

Pay: $150,000.00 - $185,000.00 per year
