Essential Duties \& Responsibilities
Postpartum Support International (PSI) works to promote awareness, prevention, and treatment of mental health issues related to childbearing. PSI supports families, provides expert training to providers, and creates a bridge between families and informed resources. PSI disseminates information and resources through its volunteers, website, training, chapters, and annual conference. PSI board and staff are dedicated and passionate individuals committed to alleviating distress and improving outcomes for pregnant and postpartum families. PSI headquarters is in Portland, Oregon, but the position is entirely remote. PSI additionally operates the National Maternal Mental Health Hotline, a 24/7 hotline federally funded by the Health Resources and Services Administration (HRSA).
The Workforce Enablement Specialist is a critical operational and people\-focused role reporting directly to the Human Resources Manager. This specialist serves as the connective tissue between talent acquisition, new team member onboarding, and ongoing training and learning operations for a workforce of 50–100 Hotline staff operating across all hours and shifts.
This role owns the day\-to\-day administration of the organization's Applicant Tracking System (ATS) and Learning Management System (LMS), ensures new team members are set up for success from day one, and coordinates the scheduling, logistics, and execution of initial and ongoing training programs, including those required for Hotline Counselors and Shift Leads. The ideal candidate brings a strong operational mindset, a heart for mission\-driven work, and the organizational skill to manage competing priorities across a distributed, always\-on team.
How You Will Contribute
As the Workforce Enablement Specialist, you will perform the following and/or similar activities:
ATS Administration \& Recruiting Support (20%)
- Serve as the primary administrator of the organization's Applicant Tracking System (ATS), ensuring job postings are current, accurate, and compellingly written.
- Partner with the Hotline Leadership to draft and maintain job descriptions for Hotline Counselor, Shift Leads, and operational roles.
- Manage the full candidate pipeline in the ATS: posting, tracking, status updates, and disposition of applicants.
- Coordinate interview scheduling, candidate communications, and pre\-hire documentation workflows.

- Generate and present regular recruiting reports, including time\-to\-fill, source tracking, and pipeline health.
- Support the offer letter preparation and pre\-employment onboarding paperwork in coordination with the HR Manager.
New Team Member Orientation \& Onboarding (35%)
- Design, own, and continuously improve a structured remote onboarding experience for all new Hotline staff.
- Facilitate virtual orientation sessions covering organizational mission, hotline operations, tools, policies, and team culture.
- Develop and maintain role\-specific onboarding checklists and learning paths for hotline advocates, counselors, and operational staff.
- Serve as the primary point of contact for new hires during their onboarding window, answering questions, coordinating access, and removing barriers.
- Collect and analyze new hire feedback to identify gaps and make continuous improvements to the onboarding experience.
- Coordinate with the Contracts \& Special Projects Specialist to align onboarding timelines with contract and compliance requirements.
LMS Administration \& Training Coordination (20%)
- Serve as the primary administrator of the organization's Learning Management System (LMS), maintaining course libraries, user accounts, and enrollment workflows.
- Track and report on training completion rates, certification status, and compliance deadlines for all 50–100 staff.
- Coordinate scheduling and logistics for virtual training sessions across 24/7 shift schedules, ensuring equitable access for all staff.
- Manage Hotline Onboarding and Orientation training activities, coordinating materials, facilitators, and attendance tracking.
- Coordinate ongoing compliance and certification training, sending reminders, managing renewals, and maintaining accurate records.
- Partner with subject matter experts and external trainers to support the development and delivery of training content.
- Produce regular LMS reporting dashboards for the Hotline Leadership team on completion rates, certification currency, and training gaps.
Cross\-Functional Collaboration \& Operations (15%)
- Work closely with the Human Resources Manager, Chief Hotline Officer, and Contracts \& Special Projects Specialist on workforce planning and operational projects
- Support the development and maintenance of training\-related policies, SOPs, and process documentation.
- Identify inefficiencies in talent and training operations and propose scalable solutions.
- Maintain accurate employee records within the HRIS and ATS, ensuring data integrity across systems.
- Assist with special projects related to staff engagement, culture, and organizational development as assigned by the Human Resources Manager and Chief Hotline Officer.
Hotline Communication (10%)
- Prepare and distribute internal communications and reports as needed to ensure department and project activities are prioritized and completed.
- Organize and participate in scheduled standing meetings as needed and requested, capturing meeting notes and providing updates.
- Prepare and maintain project documentation, including project plans, progress reports, meeting minutes, and other relevant materials. Compile data and generate reports to communicate project status, outcomes, and key performance indicators to stakeholders.
Education and/or Work Experience Requirements
- 3–5 years of experience in HR operations, talent coordination, workforce enablement, or a related role.
- Bachelor's degree in Human Resources, Organizational Development, Public Health, Public Administration, Communications, Education, or related field (or equivalent work experience).
- Demonstrated hands\-on experience administering an ATS (e.g., Greenhouse, Lever, BambooHR, JazzHR, or similar)
- Demonstrated hands\-on experience administering an LMS (e.g., Skillsoft Percipio, TalentLMS, Cornerstone, Absorb, Docebo, or similar)
- Experience designing and facilitating new hire orientation or onboarding in a remote work environment.
- Knowledge of instructional design fundamentals or experience developing training materials.
- Experience coordinating training logistics across distributed teams or complex schedules
- Strong written communication skills; ability to write clear job descriptions, training materials, and operational communications.
- Exceptional organizational and project coordination skills with the ability to manage multiple priorities simultaneously.
- Comfort working in a fast\-paced, mission\-driven maternal mental health environment serving pregnant and postpartum individuals.
- Experience working in a nonprofit, social services, crisis services, or behavioral health organization.
- Familiarity with compliance or certification tracking requirements in a regulated or contract\-driven environment.
Additional Eligibility Qualifications
- Must complete and clear a Non–Sensitive Tier II \- Moderate Check and Clearance background check (administered by HHS).
- Must be able to commit to the Postpartum Support International vision and be passionate about its mission.
- Must possess optimal (high) internet speeds and be able to maintain optimal speeds for the utility of operating systems and platforms.
- Must utilize a quiet and secure office space for privacy and confidentiality.
Physical Requirements
- Ability to safely and successfully perform the essential job functions consistent with the ADA, and other federal, state, and local standards, including meeting qualitative and/or quantitative productivity standards;
- Required to sit, stand, walk, speak, and hear while performing the duties of this job regularly. The position requires extensive computer use, so the employee must have sufficient hand dexterity to use a computer keyboard and be capable of reading a computer screen.
In\-Person Availability
While this role is predominantly remote, travel and in\-person meeting attendance is required up to two times per year for internal PSI meetings, and as needed for contractually essential stakeholder engagements (estimated at most twice per year).
